A coastal comms stack that actually matches how boats fail: a DSC fixed-mount as the primary radio, a GPS handheld as the grab spare, and an inReach only after those two exist.

The short answer
Start with a 25-watt DSC radio you can reach from the helm. On this site that is the Standard Horizon GX1400G for a normal dash, or the Icom IC-M330G when the face has to be small.
Add a handheld you can take into the tender: the Standard Horizon HX890 if you want GPS and Class H DSC on the spare, or the Icom IC-M25 if you just need a floating brick.
Add the Garmin inReach Mini 2 only after those two exist and you actually leave coverage.
Why the order matters
VHF is how you talk to the boat next to you, the bridge, and a local distress channel. Satellite is how you text when nobody is on VHF and the phone is dead. Reversing that order is how people end up with a $350 messenger and no radio they can use in the inlet.
Install is still the product
A cheap antenna ruins an expensive radio. A radio with no MMSI is a speaker. A handheld that lives in a sealed bin is not a backup. Charge it, clip it, and run the weather channels in the driveway.
Bottom line
Buy communications in layers. The money category on this site is electronics; the safety category is the one you should not skip to fund a bigger sonar screen.
